CROWN AGENCIES EXEMPT

Crown Agencies exempt from the application of section 13 [service plans] of the Budget Transparency and Accountability Act

Statements of the Minister of Finance under section 24(3) of the
Budget Transparency and Accountability Act.

As required by section 24(3) of the Budget Transparency and Accountability Act (BTAA), this statement is to provide the reasons for the Minister of Finance recommending the following:

New Additions to the Definition of Education and Health Sector Organizations

A regulation has been enacted under which the BC Clinical and Support Services Society is being added to, and the SSO Administration Society and BC Academic Health Council removed from, the BTAA definition of education and health sector organizations.

The BC Clinical and Support Services Society is a new organization that was created to deliver shared laboratory and administrative services in the health care sector. It is a replacement organization for the SSO Administration Society. Government has determined that the BC Clinical and Support Services Society should be classified as an education and health sector organization, so that it shares the same accountability and reporting framework as the other health sector organizations overseen by the Ministry of Health.

The SSO Administration Society was created to facilitate shared services in the health care sector, and has been renamed and repurposed as the BC Clinical and Support Services Society, as noted above.

The BC Academic Health Council was wound up in the 2013/14 fiscal year, as its intellectual property and program administration were transferred to the Provincial Health Services Authority and its cash to the BC Institute of Technology.
