Statement of the Minister of Finance under section 24(3) of the
Budget Transparency and Accountability Act.
As required by 24(3) of the Budget Transparency and Accountability Act, this statement is to provide the reasons for the Minister of Finance recommending the following:
New Exemptions from Service Plan and Annual Service Plan Report Requirements
A regulation has been enacted under which the following government organizations are receiving exemptions, or extensions to current exemptions, from the application of section 13 [service plans] and section 16 [annual service plan reports] of the Budget Transparency and Accountability Act.
Homeowner Protection Office
The Homeowner Protection Office is exempt from service plans and annual reports as it is being wound up as a Crown corporation in 2010/11, and its responsibilities transferred to other parts of government.
British Columbia Railway Company
The British Columbia Railway Company is being restructured in 2010/11. It and its subsidiaries are exempt from preparing service plans and annual service plan reports as of 2010/11. Its operations will be reported through the Ministry of Transportation and Infrastructure service plan for 2010/11–2012/13.
Organizations included in the Definition of Education and Health Sector Organizations
A regulation has been enacted under which the following three organizations are included in the definition of education and health sector organizations within the government reporting entity.
SSO Administration Society
The SSO Administration Society was created in January 2009 to establish a consolidated provincewide shared services system to integrate a range of common non-clinical administrative services on behalf of BC’s health authorities. The Office of the Comptroller General has concluded that the SSO is controlled by government from an accounting perspective and that it should be consolidated into the government reporting entity.
British Columbia Health Services Purchasing Organization
The British Columbia Health Services Purchasing Organization was incorporated under the Society Act in January 2010. Its purpose is to make decisions for the procurement of health care services using a funding model that will encourage improvement and create a competitive environment.
BC Academic Health Council
The BC Academic Health Council was incorporated under the Society Act in 2003 to provide a forum among BC health authorities and post-secondary education institutions involved in the education of health practitioners. Because the majority of the board of trustees are senior employees of health authorities, post-secondary institutions and ministries, the Office of the Comptroller General has determined that the BC Academic Health Council should be included in the government reporting entity.
